Toki prophecized about the Nine shadows who will defeat Kaido and Orochi. I think there is a bit of misconception about this Prophecy. Let me explain how.

The Meaning Of Prophecy

Änd cast Nine shadows on the night woven of 20 years… And you shall know the brilliance of the Dawn

Toki during her last moments after the death of Oden stated the above prophecy to the people of Wano. She is referring to the people of Wano as the Moon who aren’t even aware of the Dawn. Also note that all the clans of Wano except Kurozumi namely Kozuki, Amatsuki, Uzuki, and Shimotsuki have Tsuki in their name which means Moon. Also, Dawn is the recurring theme in the series which refers to the freedom of the people.

The second part of the prophecy actually refers to the Nine Scabbards namely Kinemon, Kiku, Nekomomishi, Inuarashi, Ashura Doji, Kanjuro, Kawamatsu, Denjiro, and Raizo. Her words meant that the scabbards will be the ones who will bring Dawn to Wano by defeating Kaido and Orochi.

Misconception Of The Prophecy

There is a misconception about this prophecy that this is an actual prophecy by Toki. The fact is that Toki doesn’t have the power to prophecize. Actually, this prophecy originated from Roger and Oden. Let me explain how Toki came to this prophecy.

Madam Sharley Prophecy

In chapter 967 when Roger and Oden went to Fishman Island during their journey. Madam Sharley prophesized that Sea Kings are awaiting the birth of Mermaid princess. After Roger enquired, Sharley said that the Mermaid Princess will be born in 10 years.

Sea Kings Prophecy

In chapter 968, as Roger and Oden left Fishman Island, they heard the Sea Kings talking about the Mermaid Princess. They said that she will be born in 10 years from then and will need another 15 years to grow.

Roger Was Too Early

After reaching Rafter, Roger realized that he was too early for One Piece because Shirahoshi was still not born. Based on the information Roger and Oden gathered on Raftel, they knew that a giant war will take place when someone finds the One Piece. We can see this based on Whitebeard’s final words too.

To summarize, finding One Piece will trigger a giant, and based on the prophecy regarding Mermaid Princess it will be 25 years down the line. Oden knew about this.

Oden’s Letter To Toki

In chapter 972, before going to battle Kaido, Oden sent a letter to Toki saying that there will be “likely” a massive war terrible enough to split the seas 20 years down the line (5 years have passed since Sharley’s prophecy), and the people leading that war will muscle their way into the New World and they will be the one to take down Kaido. Note that Oden doesn’t say it as prophecy but as a prediction and this is how Toki knew about 20 years time period needed to take down Kaido.

Toki’s Prophecy

Having learned the time in which Kaido will be defeated, during her death she says the prophecy about the 20 years and nine shadows to the people of Wano.

Toki Jumping Into The Future

From her introduction, it is implied that she has been jumping into the future randomly without a fixed time to go. She met Oden only by accident. If she had known about the exact timeline, she would have jumped directly to that time.

TL; DR

Roger and Oden knew that 25 years down the line, Shirahoshi will be born and grew enough to be a weapon.
They theorized that someone will find One Piece 25 years down the line.
Oden said to Toki that the people responsible for the massive war will be in New World and they will be the ones to take down Kaido.
